Downsizing, Pension Credit and your benefits.

The State Pension does not care how much you have in the bank. Some other benefits do. Here is which ones, the limits, and how to check before you complete.

Not affected at all

  • State Pension: based on your National Insurance record, never on savings.
  • Attendance Allowance and Personal Independence Payment: based on your needs, not your money.
  • Private and workplace pensions: your own money, unaffected.
  • Free bus pass, free prescriptions (where they apply), free eye tests: age-based.

What this means in practice

If you do not currently receive any means-tested benefit, downsizing changes nothing here, and you may be one of the many pensioners who could claim Pension Credit and have not checked. Do a free check with Age UK or on GOV.UK; it takes ten minutes and the average award is worth thousands a year.

If you do receive Pension Credit, Housing Benefit or Council Tax Reduction, a large sum from a house sale will usually end them, at least until the money is spent on ordinary living. You must tell the Pension Service and the council; not doing so is an offence. Spending the money on the new home, furniture, repairs, a car or a holiday is fine. Giving it away to keep the benefits is deprivation of capital and does not work.

Lower bills in the new home often outweigh a lost benefit. Council tax alone can drop by £800 a year moving from band E to band C, and heating a bungalow costs a fraction of heating a four-bedroom house.

Tax on the money

  • Interest on savings is taxable above the Personal Savings Allowance (£1,000 a year for basic-rate taxpayers, £500 for higher-rate). £100,000 at 4% is £4,000 of interest, so some tax is likely.
  • Cash ISAs shelter £20,000 a year per person from tax on interest; a couple can move £40,000 a year.
  • Premium Bonds (up to £50,000 per person) pay tax-free prizes in place of interest.
  • The sale itself is normally free of capital gains tax if the home was your main residence throughout.

Before you complete

  1. List every benefit and discount you currently receive.
  2. Check each against the table above, or ask Age UK or Citizens Advice to do it with you.
  3. Tell the DWP and the council as soon as the money arrives.
  4. Decide what to spend on the new home first, and put the rest somewhere sensible (ISAs, savings, and an adviser's help for the larger sums).

A note on the numbers. Tax thresholds, benefit limits and typical costs are correct as far as we know at the time of writing (2026) and, unless we say otherwise, are for England. Scotland, Wales and Northern Ireland differ in places. Rules change and your circumstances matter. Will downsizing affect my State Pension?

No. The State Pension is never means-tested.

I get Pension Credit. Will I lose it if I downsize?

Probably, if the sale leaves you with a large sum, because every £500 over £10,000 is treated as £1 a week of income. You must report the change. It may be reinstated later if the money is spent on normal living and your savings fall.

Does council tax go down in a smaller home?

Usually. A smaller home is often in a lower band. If you live alone you also get the 25% single-person discount, whatever the band. Ask the council for the band of any home before you buy.
